Partly, and less than their being neighbours suggests. They are both very large cities and the trip between them crosswise is slower than either one's trip toward Toronto, so a professional in south Mississauga does not casually work north Brampton. Treat them as adjacent markets that overlap at the edges rather than as one.
Is Peel a car region?
Largely, yes. There is no subway here, and while GO service is good along the rail corridors, most professionals drive. Parking is generally easy and free, which is worth stating. If you are near a GO station, that is worth stating too, because it opens you up to people who would rather not drive.
